If your air conditioner was installed before roughly 2020, it almost certainly runs on R410A refrigerant. R410A isn’t banned and your system isn’t illegal, but Australia is progressively cutting how much of it can be imported. That’s pushing service costs up and will keep doing so. You don’t need to panic, but if your system is ageing, the repair-or-replace maths has genuinely shifted.
Refrigerant rules have changed more in the past two years than in the previous decade, and it’s reshaping how we approach every air conditioning Sydney installation and service call we take on. This is a conversation we’re having on more and more jobs, so we’ve put together a straightforward explanation of what’s changing, what it costs you, and what you should actually do about it.
What Is Actually Happening to Refrigerant in Australia
Australia is progressively reducing how much bulk HFC refrigerant can be imported into the country each year. This is called the HFC phase-down, and it runs under the Ozone Protection and Synthetic Greenhouse Gas Management Act 1989, delivering Australia’s commitments under the Kigali Amendment to the Montreal Protocol.
The mechanism is an import quota. It doesn’t ban anything outright. It simply tightens supply year after year.
From 1 January 2026, the quota was cut a further 19%. The total now sits at 4.25 million tonnes of CO₂-equivalent, which is close to half the original baseline. It continues stepping down until it reaches an 85% reduction by 2036.
Regulation of this area also moved recently. The National Environmental Protection Agency was established on 1 July 2026 and is taking over the relevant responsibilities from the Department of Climate Change, Energy, the Environment and Water.
Why Refrigerants Are Being Phased Down at All
It comes down to a measure called Global Warming Potential, or GWP. It compares how much heat a gas traps in the atmosphere relative to carbon dioxide.
Here’s how common refrigerants compare:

One kilogram of R410A carries roughly the same warming impact as two tonnes of CO₂. That’s why the quota is calculated in CO₂-equivalent terms rather than by weight, and why higher-GWP gases eat through the quota so much faster.
What’s Already Banned (And What Isn’t)
This is where most of the confusion sits, so let’s be precise.
New equipment restrictions are already in force
Since 1 July 2024, it has been illegal to import or manufacture in Australia any small air conditioning equipment designed to use an HFC refrigerant with a GWP above 750, where the charge is 2.6kg or less and the equipment is for stationary comfort cooling or heating.
From 1 July 2025, that ban extended to outdoor units for small multi-head split systems, including variable refrigerant flow systems, at the same charge threshold.
In practical terms: R410A can no longer be used in new small split systems of any type in Australia. Every split system air conditioner we install today is charged with R32, and the same applies to every other licensed installer in Sydney.
Your existing system is not affected
This is the part homeowners most need to hear. Existing equipment is grandfathered. Your R410A system is legal, it can keep running, and it can keep being serviced with R410A for the life of the equipment.
Nobody is coming to make you replace a working air conditioner.
But you can’t swap refrigerants
There’s a rule worth knowing about, because it stops a shortcut some people ask us for.
Under the Ozone Protection and Synthetic Greenhouse Gas Management Regulations 1995, it is an offence to charge equipment with a higher-GWP refrigerant than it was designed to use. You cannot, for example, charge a system designed for R32 with R410A.
You also can’t simply “convert” an R410A system to R32. They operate at different pressures, use different oils, and R32 carries a different hazard classification. Any conversion would have to comply with the relevant Australian Standards and manufacturer requirements, and for a residential split or ducted system it’s almost never viable or economic.
What This Actually Costs You
Here’s the practical impact, and it’s the reason we’re writing this at all.
Supply of R410A, R404A and R407C is constrained and expected to stay that way through 2026 and beyond. Refrigerant wholesalers are openly advising the trade that price volatility will continue for legacy blends and high-GWP gases.
For a Sydney homeowner, that shows up in a few ways:
Regas costs on older systems are climbing. A gas top-up on an R410A system today costs meaningfully more than the same job a few years ago, and that gap widens as the quota tightens.
Leak repairs get harder to justify. If your system has a slow leak, you’re now paying a rising price to keep refilling a gas that’s becoming scarcer. On an older unit, that changes the calculation quickly.
Major component failures shift the balance. If a compressor or coil goes on a ten-year-old R410A system, the refrigerant cost is now one more factor tipping the decision toward replacement.
None of this is a crisis. It’s a gradual, predictable squeeze, and knowing about it lets you plan rather than react.
Should You Repair or Replace Your R410A System?
We get asked this constantly, and our answer hasn’t changed much. The phase-down just adds one more variable.
Keep repairing when: the system is under about eight years old, it’s holding refrigerant properly, and the fault is a straightforward component like a fan motor, capacitor, control board or zone motor. None of those touch the refrigerant circuit, so the phase-down is irrelevant to that decision.
Start thinking about replacement when: the system is over ten years old, it’s leaking refrigerant repeatedly, or you’re facing a compressor or coil replacement. Once the repair cost approaches roughly half the price of a comparable new system, replacement generally wins across a five-year view.
The honest framing: R410A equipment has a service life of ten to fifteen years or more. A system installed in 2020 will still be running well into the 2030s, and refrigerant will still be available to service it. You are not on a countdown clock. But if your system is already near the end of its life, the phase-down is a reason to plan the replacement rather than wait for a summer breakdown to force your hand.
We’ll tell you which category you’re in when we look at it. We don’t push replacements on systems with good years left, and we’ve talked plenty of people out of one.
What You Get With R32 Instead
If you do replace, the system you get will run R32, and that’s genuinely a better outcome for you rather than just a compliance box.
Lower running costs. R32 has better thermodynamic properties than R410A, so systems transfer heat more efficiently. Combined with modern inverter compressors, that shows up on your bill.
Smaller refrigerant charge. R32 systems typically need noticeably less refrigerant to do the same job, which also means cheaper future servicing.
Long-term supply security. With a GWP of 675, R32 sits under the 750 threshold. It isn’t facing the same supply squeeze, so servicing costs are far more predictable over the next fifteen years.
Genuinely better performance. Most of the efficiency gains in air conditioning over the past decade arrived alongside the R32 transition. You’re not just getting a different gas, you’re getting a much better machine.
A chance to rethink the whole setup. If you’re already replacing a tired R410A unit, it’s worth asking whether the system you had is still the right one for how you live now. Plenty of Sydney homeowners running three or four ageing splits use the moment to move to a single ducted system with proper zone control instead.
Why R32 Installation Requires More From Your Installer
Here’s something worth understanding before you accept a quote.
R32 is classified A2L, meaning mildly flammable, under AS/NZS ISO 817. R410A was A1, non-flammable. That’s not a reason for concern, but it does change the installation requirements.
Under AS/NZS 60335.2.40:2025, the maximum refrigerant charge for residential and light commercial systems must follow the manufacturer’s charge limit table, and the minimum floor area depends on charge size, room height and ventilation. Larger commercial systems follow charge limits under AS/NZS 5149.
What that means in practice: an installer putting an R32 system into a small bedroom, a studio apartment or a tightly enclosed space needs to check the charge against the room volume. Most won’t mention it because in a typical family home it isn’t a constraint. But in a compact apartment or a small granny flat, it genuinely can be, and it’s the kind of thing a rushed installer misses.
Anyone handling R32 also needs a Refrigerant Handling Licence, administered by the Australian Refrigeration Council. That’s not optional and never was. Handling refrigerant without ARCtick authorisation is illegal in Australia and voids your manufacturer warranty.

What Sydney Homeowners Should Do Right Now
Three practical steps, in order of usefulness.
1. Find out what your system runs on
Check the rating plate on the outdoor unit. It states the refrigerant type plainly, usually as R410A or R32. Installed before about 2020, it’s almost certainly R410A.
2. Fix leaks properly rather than repeatedly topping up
Every regas on a leaking R410A system costs more than the last one. If a technician has topped up your system twice without finding the leak, get a proper leak test done. Chasing the fault is cheaper than feeding it.
3. Plan the replacement rather than wait for it
If your system is over ten years old, budget for replacement over the next few years rather than waiting for it to die in a heatwave. Planned replacements are cheaper, better designed, and you get to choose the timing rather than pay a premium in January.
What About Commercial Systems?
If you manage a commercial site, the pressure is more immediate.
R404A systems in cold rooms and freezer rooms are facing the tightest supply of anything on the market, given R404A’s GWP approaching 4,000. R407C is similarly constrained. Larger buildings running R410A chillers and VRF systems are looking at rising service costs and longer lead times on refrigerant.
New commercial equipment is also facing GWP thresholds by category, and NCC 2025 brings tightened HVAC efficiency requirements, which NSW adopts from 1 May 2027.
